Mr. Woodcock is learning his work: but it is not
possible that he should even begin to master it for another 12 or 18 months. Mr. Wood, the titular 2nd. Deputy Registrar, is
in the same position, but he has not even begun to learn his
work. Mr. Melbourne is acting in Mr. Wood's place. As I have
said before he is probably an excellent Prison Official, but
his metier is not Registry work.

In these circumstances it is not possible
that the practitioners should be satisfied with the way business
is conducted in the Registry, and I know that they are very
dissatisfied, especially in connexion with the taxation of
bills of costs; their clients must also be dissatisfied. This
is work of an exceedingly technical nature, large sums are
often involved, and no one who is not trained in the work can
do it properly. I have been informed that Mr. Woodcock has
recently been engaged in taxing one of the largest bills of
costs ever carried into the Registry, amounting to over $40,000.
It is unfair on every one concerned: most unfair to Mr. Woodcock
himself. In view only of the large interests which are involved
it is the duty of the Government to see that the Registry is
properly staffed. The necessity for Mr. Seth's retirement is
